Two-part Water Tariff - Good news, water bill reprieve for ratepayers

Two-part water tariff to take effect July 2017

Isaac ratepayers have been given a twelve month reprieve by Council before water use charges come into effect.

Water consumption charges, which were to take effect from July 1, 2016, have been delayed to provide more time for ratepayers to prepare, and for Council to ensure a seamless transition to the new user pays system. Ratepayers will not be charged for water consumption for usage between July 1, 2016 and 30 June 2017.

Council knows how difficult the economic environment is for our residents, ratepayers and businesses. We will take the time to ensure the new charging system is appropriate, efficient and reliable.

The first water notice issued will be for the period July 1, 2017 to December 31, 2017 and will be issued during January, 2018

What is a two-part water tariff?

Isaac Regional Council must introduce a user pays model for water to comply with the Local Government Act 2009.

From July 1, 2017 there will be a two-part water tariff (PDF, 1.95MB) which is made up of:

  • Access Charge, which is not a new charge. It currently appears on your rate notices issued in March and September.  
  • Consumption Charge, which will be provided on separate water notices issued in January and July starting in 2017. This charge is based on the amount of water you use.

The new user pays system enables ratepayers to monitor their water use, costs and provides an opportunity for high users to change their water consumption habits to save water and save money.

Water Access Charge

Council currently levies a Water Access Charge as part of the bi-annual rates notice. This charge covers the cost of owning, operating, maintaining and managing the water supply facilities and network in eight communities across Isaac. 

Over the next five years the Water Access Charge will be progressively standardised so there is a consistent charge across the region.

Consumption Charges

A consumption charge is where you pay for the water you use. Residential dwellings will have a water allocation of 300 kilolitres (kL) in 2017-18. This is split into two equal parts over two water notices (150 kL per six months). 

Further consumption for 2017-18 will be charged:

150kL to 300kL $0.80 per kL Every six months
300kL and above $1.30 per Kl Every six months

 

Industrial or commercial consumers with an allocation above 300kl are charged at $1.30 per kilolitre for all consumption above the allocation.

The Local Government Act 2009 requires Council to charge for every kilolitre used so Council will be phasing the water allocation out over the next four years to comply.

Monitor Use Online

Council launched MiWater July 1, 2016. This is a website where ratepayers can sign up to receive your individual water consumption information. 

Example Water Notice

Ratepayers were issued an example water consumption notice in July 2016 showing their current water usage. This will provide ratepayers with an indication of their water use, costs and an opportunity to change their water consumption habits to save waterThe example notice does not require payment.

Water Meters

The majority of Isaac properties have water meters installed. All properties will have a meter installed by September 2016. If your meter is damaged, please contact Council immediately on 1300 ISAACS.
