Building Certification and Advice

Isaac Regional Council provides a certification service to approve all classes of building work constructed within the Isaac local government area.

The certification assessment procedure enables the applicant to gain building approval and ensures that the construction of the proposed works complies with the following legislative requirements:

Building Application Assessments

Isaac Regional Council's Building Compliance Department assess building applications for all classes of building work. Building approvals control the safety of the structure and ensure all work is completed to the relevant standards.

Your building application will be assessed under the following provisions:

Isaac Regional Council's Building Application Pack (PDF, 898KB) outlines all necessary documentation required to have your application assessed. The interactive building application forms, DA Forms 1 and 2, can be found on the Department of Infrastructure, Local Government and Planning’s website. If any aspect of your proposed building work for a development application requires referral as identified in DA Form 2 – Building work details, you will need to complete and include the Referral Checklist for Building Work with your building application.  

As referenced in Council’s Building Application Pack, The Department of Infrastructure, Local Government and Planning has also put together the ‘DA forms guide: relevant plans’ to assist people in determining the plans required for development applications.

To book your staged building inspection with Council's Building Certifier, simply lodge your completed Form 58 (PDF, 321 KB) to Council.

Siting Concession Applications

If your proposed development doesn't comply with the Queensland Development Code, you will need to submit a Siting Concession Application (PDF, 1.24MB). 

Compliance Functions

Council performs enforcement functions under provisions of Building Act 1975 and Planning Act 2016.

Pool Safety and Compliance

The construction and maintenance of both swimming pools and pool fencing must comply with the Building Act 1975, Queensland Development Code Mandatory Part 3.4 and relevant Australian Standards.

Safety barriers are mandatory for all portable pools and spas deeper than 300mm. Queensland pool safety laws apply to portable pools and spas that:

  • Hold more than 300mm of water; or
  • Have a volume of more than 2000L; or
  • Have a filtration system

The Department of Housing and Public Works website outlines the requirements for pool fences and safety barriers.

For the construction or installation of a swimming pool, you will require building approval. Isaac Regional Council's Pool and Spa Application Pack (PDF, 134KB) outlines all necessary documentation required to have your swimming pool application assessed, or you can also access the swimming pool application interactive forms, DA Forms 1 and 2, on the Department of Infrastructure, Local Government and Planning website.

To book your pool safety inspection with Council's licensed pool safety inspector, simply lodge your completed Swimming Pool Form 58 (PDF, 337 KB) to Council with payment of the relevant Fees.

Property Search Request

To perform a search for rates and water, building, planning, environmental or minor engineering information on a property, complete a Property Search Request Form and submit to Council with relevant search fees or charges.

Fees and Charges

Isaac Regional Council's Fees and Charges schedule outline the applicable fees for all building services and assessments. The building assessment process cannot begin until the application fees have been paid in full.

Boundary Fencing

The Neighbourhood Disputes Resolution Act 2011 provides rules about each neighbour's responsibility for dividing fences and for trees so that neighbours are generally able to resolve issues about fences or trees without a dispute arising; and to facilitate the resolution of any disputes about dividing fences or trees that do arise between neighbours.
