The purpose of the draft ROSS is set a framework to improve the liveability of the region through implementing a strategy for public parks and facilities over 10 years.

The ROSS aims to increase the use of public spaces, improve the accessibility and existing assets, and collaborate to ensure the efficient provision of community recreation and open spaces infrastructure.
