An exciting opportunity exists for a Fixed Term, Full Time Program Leader – Community Compliance to join Council’s Community Services Directorate based in Moranbah. Reporting to the Manager Community Education & Compliance, this leadership role is responsible for protecting community amenity and safety across the Isaac Region through the delivery of Local Laws and State legislation. You will lead the Local Laws and Animal Management team, balancing education, investigation, and enforcement to deliver fair, risk-based compliance outcomes.
We are seeking an experienced compliance leader who thrives in dynamic environments, enjoys mentoring teams, and can confidently manage complex investigations and stakeholder matters. This role involves frequent regional travel (including remote locations), participation in an after-hours roster, and hands-on involvement in compliance and animal management activities.
To be successful in this position, you will:
- Have a minimum 5 years’ experience in compliance investigations and enforcement, including leadership of multidisciplinary teams.
- Strong knowledge of relevant legislation, including the Local Government Act 2009, Animal Management (Cats and Dogs) Act 2008, and Council Local Laws, with a risk‑based compliance approach.
- C Class Open Driver Licence and ability to undertake frequent regional travel, including remote and isolated locations (Council accommodation provided).
- Relevant tertiary qualifications or equivalent experience. Certificate IV in Government Investigations required for Level 7 appointment.
- Proven experience in staff supervision, coaching, mentoring, and performance management.
- High‑level written and verbal communication skills, including preparation of statutory notices, evidence, reports, and briefings.
- Ability to work after‑hours on‑call rosters, including weekends, and participate in animal care duties.
- Ability to be appointed as an Authorised Person, including passing powers of entry testing and pre‑employment assessments.
- Willingness to meet mandatory immunisation requirements (Hep A, Hep B, Tetanus, Q Fever).
- Comfortable working in an animal and pest‑related environment, including exposure to animals and cleaning chemicals.
If you are successful in this position, you will receive:
- $103,919.64 - $113,191.75 per annum (Level 6-7, Stream A)
- Fixed Term Contract until 4 June 2027
- Commuter Use Vehicle
- Housing Allowance of $100.00 per week
- Nominally 72.5 hours per fortnight
- RDO’s in accordance with Council Policy
- 5 weeks annual leave @ 17.5% loading
- 15 days personal leave per annum
- Up to 14.5% super in accordance with Council Policy
