How to Access Information

Council is committed to openness and transparency. This page explains how you can access Council information, including publicly available documents, administrative access options, and formal applications under Right to Information.  

Council information is commonly accessed through the following avenues. 

Publication Scheme

Our publication scheme describes and categorises information routinely available. It has been developed to give the community greater access to information held by Council. 

All information and documents accessible via Council’s publication scheme are provided free of charge. 

Available Information is grouped into the following seven information classes:

We will endeavour to meet all reasonable requests for an alternate hardcopy format of the document, including charging for costs incurred in producing copies in accordance with Council’s Schedule of Fees and Charges.

Administrative Access to Information

Wherever possible, Council will provide access to information administratively (also known as administrative access), without requiring a formal application under Right to Information legislation. 

Administrative access is often the quickest and simplest way to obtain Council information. 

This option is generally used where: 

  • The information can be easily identified and provided 
  • There are no confidentiality, privacy, or legal concerns 
  • Informal release is not prohibited by law 

What Information Can Be Released Administratively? 

Examples of information that may be available through administrative access include: 

  • Council policies, procedures, and guidelines 
  • Previous council reports or meeting papers 
  • General correspondence that does not contain personal or confidential information 
  • Records about Council services or activities that are routinely released 

Each request is assessed on a case‑by‑case basis. 

Where administrative access is not appropriate, Council will advise you of alternative access options, including how to make a formal Right to Information application. 

Fees and Charges 

Generally, there is no application fee for administrative access requests. 

However, reasonable charges may apply for: 

  • Photocopying or printing 
  • Extensive retrieval or collation of information 

You will be advised of any applicable costs before the information is provided.

Right to Information

A Right to Information (RTI) application is a formal process for accessing Council documents where the information cannot be released through administrative access or Publication Scheme. 

Applications allow members of the public to apply for access to Council documents that: 

  • Are not routinely available 
  • Contain sensitive, confidential, or third‑party information, or 
  • Require formal assessment under legislation 

RTI applications are assessed in accordance with the Right to Information Act 2009 (Qld), and Information Privacy Act 2009 which promotes openness while balancing privacy, confidentiality, and public interest considerations. 

When Should I Make an RTI Application? 

You should consider making an RTI application if: 

  • Administrative access is not appropriate or has been declined 
  • You are seeking access to documents that may affect another party’s privacy or interests 
  • The documents contain sensitive, exempt, or potentially exempt information 
  • You are seeking access to information relating to a complaint, investigation, or compliance matter 

Council encourages applicants to consider administrative access first, as it is often quicker and simpler. 

How to Apply for Right to Information 

To make a valid RTI application, it must be: 

  1. in writing and be accompanied by the application fee;  

  2. give sufficient information concerning the document to enable Council to identify the document; and

  3. state an address to which notices may be sent to the applicant. 

Any application for access to documents containing personal information of the applicant, must be accompanied by: 

  1. evidence of identity for the applicant; and 
  2. if an agent is acting for the applicant—evidence of the agent’s authorisation. 

This application form may be used to request information from Council.

Fees and Charges 

An RTI application fee applies and is set by the Right to Information Regulation 2009

Additional processing charges may apply for: 

  • Search and retrieval of documents 
  • Decision‑making time 
  • Copying or reproduction 

You will be advised if additional charges apply and may request a fee waiver or reduction in certain circumstances.

Personal information

Council recognises the importance of protecting personal information and ensures individuals have the right to access and request amendment of their own personal information held by Council. 

Accessing Your Personal Information 

You have the right to access personal information about yourself that is held by Council. 

Where possible, Council will provide access to personal information administratively, without the need for a formal application. This is often the quickest and simplest option. 

If administrative access is not suitable, you may apply for access under the Right to Information Act 2009 (Qld)

How to Apply for Right to Information

Amending Your Personal Information 

If you believe personal information held by Council is inaccurate, incomplete, out of date, or misleading, you may request that it be amended. 

Amendment requests can be made: 

Council will assess amendment requests and advise you of the outcome. Where an amendment is refused, you will be informed of your review rights.

Disclosure Log

In accordance with the Right to Information Act 2009 (Qld), Council publishes a Disclosure Log of documents that have been released through Right to Information applications. 

Where possible, documents listed on the disclosure log will be made available on request, by contacting Council using the details below. 

Where information has been determined suitable for release, they are provided electronically in Portable Document Format (PDF). Council will endeavour to meet all reasonable requests for an alternate hardcopy format of the document, including charging for costs incurred in producing copies in accordance with Council’s Schedule of Fees and Charges

Lists and Registers

Council maintains a range of publicly available lists and registers to support openness, accountability, and access to information.  

Where required by legislation, these below lists and registers are available for inspection by members of the public.

What are Lists and Registers? 

Lists and registers are records that Council is required to keep and make available, either: 

  • For public inspection, or 
  • On request 

They may be maintained in electronic or hard copy format and are updated in accordance with legislative or operational requirements.
